As we are in the final stages of budget setting for 2010/11 I am interested in how organisations are responding to the recession and the need to reduce total spending. Despite the size of the required cuts my experience is that there is still quite a reliance on responses such as vacancy freezing, managerial delayering and percentage budget reduction with an expectation that service levels will be maintained. Is this your experience or is your organisation adopting a different approach, for example reducing the quantity/quality of planned activity in order to reduce budget? What financial stories are they telling in your organisation?
